Description	Description Pursuant to section 216.023(1), Florida Statutes, the head of each state agency, except the judicial branch and the Division of Administrative Hearings, shall submit a final legislative budget request to the Legislature and to the Governor, in the form and manner prescribed in the budget instructions no later than October 15 of each year unless approved by the Governor and the chairs of the legislative appropriations committees.
