Description	Description Pursuant to section 216.023, Florida Statutes, the head of each state agency shall submit a final legislative budget request to the Governor and the chairs of the legislative appropriations committees by October 15 of each year in the form and manner prescribed in the budget instructions and at such time as specified by the Executive Office of the Governor, based on the agency's independent judgment of its needs.
